Pre-Condition: Have multiple users signed in to the device

What steps will reproduce the problem?
(1)Sign-in to one user>> From ubertray, click on user and then click on Sign-in to another user 
(2)In the Multiple sign-in screen hit Ctrl+Alt+Shift+R and keep tabbing and observe(Refer video)

Actual: Focus goes missing
Expected: Focus traversal should be proper

This is a Regression issue as same is working fine in M63 stable

NOTE: Issue is also seen in M64, M65 and M66 builds.
