Non-Regression: Notification options are missing when docked magnifier is enabled

Chrome Version:67.0.3376.0/10505.0.0 dev channel Daisy,Reks,Candy
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Enable docked magnifier accessibility and click on Notifications icon
(2) Click on settings icon>> and observe

Actual: Unable to find the 'Do Not disturb' toggle button and close settings option
Expected: Should be able to see the'Do Not disturb' toggle button and close settings option

This is a Non-Regression issue seen from M67

Use UserWorkAreaBounds for calculating tray size

This should fix the size of trays when the docked content is above the
desktop (eg. docked magnifier, spoken feedback, etc...)
