Non-Regression: Shutdown button disappears when on screen keyboard is enabled in floating mode

Chrome Version:67.0.3376.0/10505.0.0 dev channel Daisy,Reks,Candy
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build>> In OOBE screen, Enable Onscreen keyboard from Accessibility
(2)Now click on 3 dot menu on the keyboard and changed it from dock mode to floating mode and observe

Actual: Shutdown button is missing
Expected: Shutdown button should be seen

This is a Non-Regression issue seen from M67

This issue states it is not a regression in M67, should it be marked as a Stable blocker? Or fixed in M68? So far, there is no fix noted here. Thanks.
