cant download image by a tag with download attr in ver65

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36

Steps to reproduce the problem:
1. create a tag <a href="xxx.png" download="xxx"></a>
2. click the a tag or run a.click()

What is the expected behavior?
download the image

What went wrong?
open a image view

Did this work before? Yes ver64

Does this work in other browsers? N/A

Chrome version: 65.0.3325.181  Channel: stable
OS Version: OS X 10.13.3
Flash Version: Shockwave Flash 29.0 r0

If the URL is cross-origin, it could be  issue 820426 .

Correct, the server needs to send a content disposition header if it's a cross origin url. Should behave the same in Firefox
