Pre-Condition: Have multiple users signed in to the device

What steps will reproduce the problem?
(1)Sign-in to one user>> From ubertray, click on user and then click on Sign-in to another user 
(2)When the multiple sign-in dialog box is present try clicking on any app in the shelf and observe

Actual: The shelf in the background of the multiple sign-in dialog box is seen active
Expected: Shelf should be disabled and should not be able to open any app when multiple sign-in dialog box is active

This is a Regression issue as same is working fine in M63 stable

NOTE: Issue is also seen in M64, M65 and M66 builds.
