What steps will reproduce the problem?
(1)Sign-in to user>> Open Set wallpaper overlay and try switching between tabs(All, Landscape, Urban ..) and observe the Image icon at the bottom of overlay( Refer Video)

Actual: A glimpse of broken thumbnail is seen
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M65 Beta

NOTE: Issue is seen in M66 dev also
