Currently in the project config, each entry has a different luci-config project name, and there is one repo per config. In analyze requests, project name Some more context in  bug 821945  and https://groups.google.com/a/google.com/forum/#!topic/luci-eng/zMZ3e8fnrUw.

But for some cases (e.g. fuchsia), having one project config for multiple repos would be better since it would reduce dupliation -- for example, when configuring the set of analyzers to run, one may want to run the same set of analyzers in the same way in several related repos.
