5%-19660.7% regression in xr.browsing.static at 543085:543145

https://chromium-review.googlesource.com/c/chromium/src/+/962712 caused various VR UI (mostly layout) regressions. The affected metrics have been fluctuating up and down since this regressed, so it's likely that this is caused by slowness at the beginning that occurs outside of the 500 ms window we ignore during VR startup.

We did a performance audit, and introduced a set of improvements, including:
- Optimizing tree walks
- Rendering improvements to the content (bringing Pixel XL back under budget)
- Centralizing texture rendering code (for truer profiling)

These are general improvements, not specific to this regression, but they serve to address this bug.
