some unwanted white space are shown with chrome with theme

Issue description

Please find the details in the attached video.

Reproduce steps:
1. have 2 monitors attached with the desktop.
2. open chrome on the second monitor (the one without shelf)
3. download any theme from chrome app store
4. if you maximize the window, then you can see the unwanted white space.

I started to experience this problem since I started to use theme on my browser.

in the primary display, there is some white space on the top as well (as shown in the attachment)

This artifact is because of the large window resolution with the small theme's ntp_background_image size. If you change the theme's manifest.json file set the "ntp_background_repeat" : "repeat", you will no longer see the white space. The background image will be repeated horizontally and vertically to fill up the blank space.
