https://ci.chromium.org/p/chromium/builders/luci.chromium.try/win7_chromium_rel_ng/1 shows up as an infra failure correctly. However, it still thinks the task is still running or something, probably because the annotation proto is malformed and still thinks it's running. It still looks like it's running now, which is confusing.
