Custom fonts installed in Windows 10 don't work in Chrome

Reported by testmail...@gmail.com, Mar 20 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. Install any custom font (Arial Rounded MT Bold)
2. Go to chrome settings
3. Expand 'Customize fonts'
4. Click on Standard font dropdown and select installed font.

What is the expected behavior?
Custom font installed in Windows 10 appears there

What went wrong?
Arial shows up instead of custom fonts.

Did this work before? No

Chrome version: 64.0.3282.186 Channel: stable
OS Version: 10.0
Flash Version:

Is there a workaround for this?

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Win-10 using chrome reported version #64.0.3282.186 and latest canary #67.0.3394.0. Issue is not seen in OS-mac and OS-Linux.
This is a non-regression issue as it is observed from M60 old builds.

Hence, marking it as untriaged to get more inputs from dev team.

Thanks...!!

Likely due to matching family vs postscript name.
