Add concept of privileged WebGL extensions

Issue description

Firefox has the concept of privileged WebGL extensions which can be enabled for local development via the pref webgl.enable-privileged-extensions:true. Currently EXT_disjoint_timer_query falls into this category. Until the extension can be re-enabled globally in  Issue 820891 , Chrome should provide some way that developers can use to turn such extensions back on without perturbing the overall GPU blacklist.

 
Status: WontFix (was: Available)
At this point Site Isolation has shipped on desktop and we can turn this extension back on there, so it's not worth the engineering time to add this concept.
