In kiosk mode, TestNav app do not honor the changed system locale until re-added into 'Manage kiosk Applications'.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Platform: 10452.11.0 (Official Build) dev-channel clapper Steps to reproduce the problem: 1. Launch TestNav app in kiosk mode and verify the language of displayed on the app (en/es) 2. Now, change the system locale to ES if current system language is set to EN or vice versa & restart the device. 3. Launch the TestNav App in kiosk mode and notice that TestNav app does not entertain the new system locale applied. 4. Re-add the app into manage kiosk applications under chrome://extensions and then it reflects the expected system locale. What is the expected behavior? TestNav app should reflect the applied system locale without having it to be re-installed or re-added into 'Manage kiosk Applications'. What went wrong? User needs to add TestNav app again into 'Manage kiosk Applications' to honor the system locale. Did this work before? Our app uses a webview, so its not tied to any API like this. Re-installing is the only fix we have.
