Hangouts unable to join meeting in Canary but works in Stable

Issue description

Chrome Version       : 67.0.3376.1 (Official Build) canary (64-bit)

URLs (if applicable) : https://hangouts.google.com/
Other browsers tested:
  Google Chrome Stable

What steps will reproduce the problem?
(1) go to https://google.com/calendar
(2) find a meeting with a hangout
(3) click join hangout

What is the expected result?
You join the hangout

What happens instead?
You get a blank screen with "requesting to join hangout"
 
Please provide any additional information below. Attach a screenshot if
possible.

Navigating to https://hangouts.google.com/hangouts/_/google.com/fooooooo directly has the same effect (and that also works in Stable).

This happens for all the Chromium related Hangouts I join on a weekly basis, and has for a few weeks (sorry for not reporting sooner; I assumed it already had been as I assumed someone else had hit it!).

Note the following seems to work:

1. Join the Hangout in Stable
2. Join the Hangout in Canary
3. Leave the Hangout in Stable

I presume therefore this is some network issue?

Unable to reproduce the issue on mac 10.13.3 mac book air and mac book pro retina using chrome reported version #67.0.3376.1 and latest canary #67.0.3377.0.

Attached screen casts of both chrome reported version #67.0.3376.1 and latest stable #65.0.3325.181 for reference.

Following are the steps followed to reproduce the issue.
------------
(1) Navigated to https://google.com/calendar
(2) Scheduled a meeting by inviting few persons with a hangout.
(3) clicked join hangout.
(4) Observed that able to join hangout without any issues. Did not get any blank screen with "requesting to join hangout".
(5) Also tried by navigating to url: https://hangouts.google.com/hangouts/_/google.com/fooooooo in both chrome reported version #67.0.3376.1 and latest stable #65.0.3325.181. But observed same behaviour in both the stable and canary builds. Was able to join hangout call with "requesting to join hangout" and did not get any blank screen.

geoffers@ - Could you please check the attached screen cast and steps followed and please let us know if anything missed from our end. Also please check the issue on latest canary #67.0.3377.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

Now I'm getting "Couldn't start the video call because of an error", and joining in Stable first doesn't make it work any more. So, um, now failing differently.

Attached is a screen capture from a clean profile.

geoffers@ Thanks for the update.

Able to reproduce this issue on Mac OS 10.13.3 and Windows 10 on the latest Canary 67.0.3382.0 as per comment #6.

1. Launched Chrome and scheduled a Hangout video call in https://google.com/calendar.
2.Joined the video call and could observe the error "Couldn't start the video call because of an error" only on Canary build.
Issue is not observed on the equivalent Dev build 67.0.3382.0 and Stable 65.0.3325.181.
Attached are the screen casts for reference.

Removing 'Needs-Bisect' label and marking this issue as Untriaged as this issue is only on Canary build.
Requesting someone from Platform>Apps>Hangouts team to please look into this issue and help in further triaging.

Unable to join the Hangout with "Couldn't start the video call because of an error" message

There is the following error message on Dev-tools/Console :
Failed to load resource: the server responded with a status of 400 ()

Verified the fix on Mac 10.13.1 and Windows-10 using Chrome version(canary) #67.0.3386 as per the comment #0.
Attaching screen cast for reference.
Observed that Hangouts call is made without any error.
Hence, the fix is working as expected.
