tab close icon on mouse behaviour

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36

Steps to reproduce the problem:
1. mouse over on close icon on any active/ inactive tab

What is the expected behavior?
Red background will appear around the icon and x mark is centered properly when highlighted

What went wrong?
Red background will appear around the icon and x mark is not centered properly when highlighted

Did this work before? N/A 

Chrome version: 64.0.3282.186  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

akhil.reddy@ Thanks for the issue.

Tested this issue on Windows 7, 10 and Mac OS 10.13.3 on the reported version 64.0.3282.186 and the latest Canary 67.0.3389.0 and unable to reproduce the issue.

On moving the cursor on the close icon, can see the red highlight is centered correctly and no issues are observed.
Attached is the screen shot for reference.

Request you to update chrome to the latest Stable and retry the issue on a new chrome profile without any Flags/Extensions and update the thread with the observations.
