Steps to reproduce:
1. Launch chrome and skip sign in to chrome
2. Go to settings>> Sign in to chrome
3. Change the device orientation to landscape 
4. Tap on Add account button
5. Fill in user email
6. Tap on Done button
7. Scroll to next button

Observed results:
Notice that sign in screen is not scrollable up to next button

Expected results:
Sign in screen should be scrollable to next button
