Issue descriptionFiling this issue from Buganizer - b/74406921 Tested the issue in Android and able to reproduce the issue. - Even after "Clearing Browsing Data" user is always promopted to select and delete bookmarked sites Prerequisites: Bookmark couple of site like www.weather.gov, ultimate-guitar.com Steps Followed: 1. Launched the Chrome Browser. 2. Navigate to the bookmarked sites. 3. Navigate to Chrome Settings >> Clear browsing data. 4. Tap on "CLEAR DATA" button. 5. Check all the sites, in the "Clear site storage?" popup displayed and tap on "CLEAR". 6. Again, navigate to Chrome Settings >> Clear browsing data. 7. Tap on "CLEAR DATA" button. 8. Observed that user is asked to delete the site data which data was already cleared. 9. Observed that same happens even after performing above steps continuously. Observed that “camera 0, facing back” always gave a blank screen. Chrome versions tested: 60.0.3072.0, 65.0.3325.109(Stable), 67.0.3375.0(Canary) OS: Android 8.1 Android Devices: Pixel This seems to be a Non-Regression issue as same behavior is seen since M60. Untriaged for further input's on this issue. Thanks!

I'm not following what the actual issue is here. Checking if there's any data to clear before showing the confirmation dialog is potentially very expensive, and does not seem to be a useful feature, given the cost in latency and developer time to implement the feature.

mmenke@ -- What actually happening here is, though data is cleared for the sites bookmarked in Step-4, again performing the same steps asks the user to clear data for the same sites which is already deleted. Can be observed in the screen cast share. Thanks!

Oh, there's a dialog that lists sites with data to clear, then? That UI isn't owned by the network stack team. Assume it's the settings or CookiesTree people.

It is the important sites dialog. If a site is bookmarked, it gets automatically selected as important site, sadly we don't check if there actually is data for this site. I think I have seen a similar bug recently but can't find it. Does anyone of you have a good idea how this could be fixed?

The other one is issue 765144. There it wasn't clear whether it was actually about bookmarks.
