Non-Regression:Added printer is seen even after removing it in settings/cupsPrinters page

Issue description

Chrome Version:66.0.3359.43/10452.19.0 dev channel Daisy,Kip,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Launch chrome,go to chrome://settings/cupsPrinters page -> Add a sample Printer
(2)Turn off the WiFi >>remove the added printer
(3)Reload the page and observe

Actual:Added printer is seen even after removing it
Expected:After removing the printer, it shouldn't be seen

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS

I think we might not have support for offline printer modification.

Removing a printer while offline should work.  I'll need to investigate why this isn't working.  We're supposed to remove it from the local storage and it'll sync when the network reconnects.
