Non-Regression : No error message is seen when any wrong Email Id is entered in 'sign in as an existing user' page

Issue description

Chrome Version: 66.0.3359.43/10452.19.0  dev channel  Daisy,Kip and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Sign-in screen is seen ->Turn-off WI-FI from Uber Tray 
(2)Now "Network not available" is seen ->click on 'sign in as an existing user' -> enter any wrong email id -> click on 'NEXT' to navigate to password page
(3)Observe no error message is seen such as 'Couldn't find your Google Account'
(Please refer video)

Expected: Error message should be seen such as 'Couldn't find your Google Account' when any wrong Email Id is entered
Actual: Instead after entering  wrong email id and clicking  on 'NEXT',navigates to password page

This is Non-Regression Issue seen from M-62

It will be easy if we get Error message as 'Couldn't find your Google Account' when any wrong Email Id is entered in 'sign in as an existing user' page i.e. instead of linuxtechm if we enter linuxechm
Reopening this issue as Feature request and please close this if it is still WAI
