What steps will reproduce the problem?
1)Sign in to user -> Go to chrome://settings/accounts page
(2)In 'Manage Other users' page -> Enable  'Restrict sign-in to the following users' option so that 'Add person' option is enabled
(3)Now click on 'Add person' -> Observe  'Email address' ghost text is seen as error text  'Add person' dialog box without entering any Email Id
(Please refer Video and Screenshot)

Expected:  'Email address' ghost text should not be seen as error text and even without entering any Email Id
Actual: Instead 'Email address' ghost text is seen as error text 

This is Regression issue as same is working fine in M-65

@stevenjb : Please confirm the Issue

Note : Issue is Working fine in M-64 and Issue is also seen on M-67
