Non-Regression:Arrow pointer blinks when we press "Ctrl+ overview mode" button in OOBE

What steps will reproduce the problem?
(1)Recover build >> In OOBE press "Ctrl+ overview mode" button(which is used to take screenshot)and observe the arrow pointer

Expected: Arrow pointer shouldn't respond while pressing "Ctrl+ overview mode" button (which is used to take screenshot in Signing screen)
Actual:Instead, arrow pointer blinks in such a way that some action is performed..(but there is no screenshot function in OOBE)

This is a Non-Regression issue seen from M-62

Note: Issue is not seen in Linux,Windows OS

This is WAI, as screenshots do not include pointer.

Repro Steps:

1.In OOBE press "Ctrl+ overview mode" button and observe no screenshot notification is seen but still arrow pointer blinks.

Please refer attached video..

Reopening this issue for confirmation about arrow pointer blink even after no notification is seen.

Confirming that this is the the intended behavior as it allows us to take screenshots in dev mode.
