Non-Regression: Screenshot notification popup is not seen when screenshot is taken in Sync overlay

What steps will reproduce the problem?
(1)Recover build>> Sign-in to user>> In Sync overlay try rotating screen and observe both Notification icon and Notification pop-up is seen.
(2)Now take screenshot and observe

Actual: When we take screenshot, only screenshot notification icon is seen and notification popup is not seen. If screenshot is not allowed in Sync overlay, Notification icon also should not be seen

Expected: When we take screenshot both notification icon and notification popup should be seen

This is a Non-Regression issue seen from M66

NOTE: Issue is seen on M67 also

Status: WontFix (was: Assigned)
This is intended. The number of the pop-ups are limited depending total of their height. User have to open the message center to see non-popped-up notifications.
