What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://settings.
2. Scroll down the page and click & hole 'Advanced' button such that ripple effect is seen.
3. Observe the left edge of ripple animation.

Actual Result : Left edge of ripple effect is not curved.

Expected Result : Left edge of ripple effect should also be curved.

This is a regression issue, broken in M-66 and providing the bisect using Per-Revision script:
Good Build : 66.0.3350.0 (Revision : 537343)
Bad Build : 66.0.3352.0 (Revision : 538313)

You are probably looking for a change made after 537453 (known good), but no later than 537454 (first known bad).

1. This issue is not observed on Linux(14.04 LTS) OS
2. Issue is not reproducible in today's Stable #65.0.3325.181 build.
