Screen turns blank after disabling hardware acceleration on MAC OS

Issue descriptionChrome Version: 65.0.3325.181 (Official Build) dc3469be277cc962ba01d9c0cb5bb1a265676c36-refs/branch-heads/3325@{#725}(32/64 bit)(32/64-bit) OS:Mac(10.12.6, 10.13.1, 10.13.4). Test URL: https://dubai360.com/scene/4859-motiongate-dubai-night-entrance-outside/en Steps to reproduce: 1.Launch Chrome, navigate to the above URL and then navigate to chrome://settings/system. 2.Disable Hardware Acceleration, again navigate to above URL and Observe. Actual Result: Screen turns blank for above URL after disabling Hardware Acceleration. Expected Result: Screen should not turn blank after disabling Hardware Acceleration. This is Non-regression issue seen from ‘M-60’ build #60.0.3072.0 Note: 1. Issue is also reproducible on Beta #66.0.3359.33, Dev #67.0.3371.0 and Canary #67.0.3375.0 build on MAC OS. 2. Issue is not reproducible on Win and Linux OS. (Attaching Screen cast for Win Behavior also along with Mac Behavior).

That page looks to be using WebGL. If we disable the GPU, IIUC, we have no WebGL anymore. It might be that Windows and Linux have a software fallback, but I don't know the details of that (and I'm pretty sure it doesn't exist on Mac). +zmo to fill in the details.

This is working as intended for now, until SwiftShader is shipping on macOS. sugoi, could you duplicate this into some other bug? I looked through your SwiftShader-related bugs and didn't find a good one.
