UI localization is not working for "IDS_ABANDON_DOWNLOAD_DIALOG_BROWSER_MESSAGE"

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Start file download
2. Try exit chrome
3. Check pop-up message

What is the expected behavior?
Pop-up message must show translated language of this.

Download is in progress
Exit Chrome anyway?
--

What went wrong?
Regardless of what language is setted output "Exit Chrome anyway?" message is english.

Did this work before? N/A 

Chrome version: 65.0.3325.162  Channel: stable
OS Version: 
Flash Version: 

i checked in two chromeos version.
 - R66 10452.16
 - R67 10499.0.0

Unable to reproduce this issue on reported version 65.0.3325.162, on latest stable 65.0.3325.181 and latest canary 67.0.3396.0. Checked by launching chrome from terminal in Hindi using LANGUAGE=hi google-chrome. Attaching screenshot for reference.

@Reporter: Please check the screenshot and let us know if we miss anything. Any further info reproducing the issue will help in further triaging.
