Steps to reproduce:
1. Launch chrome ,navigate to ‘WWW.google.com’ ,open DevTools and click on ‘Toggle device toolbar’
2. Now click on ‘capture full size screenshot’ option from ‘more option’ menu.
3. Repeat step 2 and observe.

Actual:  Contents of page is not displaying properly after capturing full size screenshot in DevTools.
Expected:  Contents of page should display properly after capturing full size screenshot in DevTools.

This is a regression issue, broken in M-61 series, and below is bisect info:

Manual Bisect:
Good Build: 61.0.3155.0 (Revision: 485785).
Bad Build: 61.0.3156.0 (Revision: 486205 ).

You are probably looking for a change made after 485930 (known good), but no later than 485931 (first known bad).
