Overflow hidden of parent element is ignored by svg object

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. create div element with fixed dimensions, border radius and overflow hidden
2. put svg object inside

What is the expected behavior?
Rounded corners of child svg object

What went wrong?
svg object is shown without rounded corners

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? Yes Previous versions

Does this work in other browsers? Yes

Uploaded a test file with an svg logo and a semi transparent overlay in the before. You shouldn't see the logo outside of the overlay. 

It has something to do with position: relative;

We are clipping, but not applying the border radius and the clip is offset.

Reproduces in M-66.

I'll bisect, as this might have been fixed.

This is a duplicate of 814177 which is fixed in M-67 and the M-66 branch. At this point the fix will roll out with M-66, in the next few weeks.
