MSE plays only I Frame

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36

Steps to reproduce the problem:
1. Generate a fragmented mp4 with i9ncremental track fragment decode time (tfdt)
2. Append in MSE Buffer, 
3. Play using Chrome
3. 

What is the expected behavior?
Video should play without shutters or jumps.

What went wrong?
MSE buffer its seems not recognizing incremental tfdt. When set to 0, works fine.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 65.0.3325.162  Channel: stable
OS Version: 8.1

MSE doesn't play video smoothly when fragmented mp4 segments are fed thatcontains variable tfdt.

Also, with current Chrome dev or canary (version 67.*), does the issue still occur? If so, does using --enable-features=MseBufferByPts fix the problem?
