Remove FixAltGraph feature and update DOM UI Events specification |

Issue descriptionTracking of follow-up work from issue 25503 : - Remove the FixAltGraph feature flag, once we are confident that the change won't need reverting -> scheduling for M68. - Update the DOM UI Events specification to clarify the expectation of how user agents should try to handle modifiers that don't map directly to OS-level concepts (spec tracking bug is https://github.com/w3c/uievents/issues/147).
