vm_CrosVmStart: move to bvt-perbuild.

The test is currently not passing.

If there is a firmware issue, you will need to work with infra team (probably Richard) to get it updated across all lab devices.

The procedure for dealing with firmware issues is outlined at go/cros-lab-firmware.
That procedure doesn't involve contacting any individual team member.

vm_CrosVMStart: Fix stopping VM

Use the correct stop command and read from stdin of the start command to
ensure the VM starts before trying to stop it.
