Pixelbook touchpad is too sensitive when tap-to-click is enabled

Project Member Reported by dpranke@chromium.org, Mar 19 2018

Issue description

Using Chrome 64.0.3282.190 on Platform 10176.76.0 / Firmare Google_Eve.9584.107.0, I'm finding that the touchpad is way too sensitive when I have tap-to-click enabled (I'm getting all sorts of false mouse clicks, making it hard to type on the built-in keyboard).

Is there anything I can do to make this less sensitive? References I found on the interwebs to control this don't seem to be valid in the latest builds.

Components: Internals>Input>Touch>Pad
Guessing at Internals>Input>TouchPad as a component ...
Funnily, on Dev 67.0.3381.0, I'm having the opposite problem: Tap to click is noticeably *less* sensitive now and often takes two taps to do anything.
