See permanent_consistency_country in components/variations/client_filterable_state.h. This is meant to filter studies by country in a way that doesn't change (as opposed to session_consistency_country which is updated based on the current seed's country code). Chrome stores it in prefs, but WebView doesn't persist prefs, so WebView won't get this by default. We'll need to either persist prefs or store the country some other way.
