[Component Request] for 3 new chromeos infra components

There's currently a Infra>Client>ChromeOS component which says it is used by infra team reporting to akeshet@.

this is a request to create 3 subcomponents:
Infra>Client>ChromeOS>Build

Infra>Client>ChromeOS>Test

description: Used by the ChromeOS Test Infrastructure team.

And also, to remove "reporting to akeshet" from the description of Infra>Client>ChromeOS

Aviv, can you provide the descriptions for ChromeOS>Build and ChromeOS>CI? 

Once they are provided, I will generate the components.

Build
 - All Chrome OS issues related to the build environment (chroot), package management (portage), overlay/repo structure, local build tooling, build documentation, build configuration (unified builds), and build performance.

CI
 - All Chrome OS issues related to configuring, monitoring, and operationally supporting all of the continuous builders (Release, CQ/Paladin, PFQ, etc...).
