ERR_SSL_VERSION_INTERFERENCE

Issue description

Chrome Version       : 65.0.3325.162
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
URLs (if applicable) :mail.google.com
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:FAIL
    Firefox:OK
    IE/Edge:OK

What steps will reproduce the problem?
1.Open Chrome
2.Go to 'mail.google.com'
3.ERR_SSL_VERSION_INTERFERENCE

What is the expected result?
I will be able to access my gmail account.

What happens instead of that?
I am unable to access my gmail account.

Please provide any additional information below. Attach a screenshot if
possible.

This is likely due to a buggy middle-box on your network blocking newer versions of TLS (TLS 1.3). Do you know if you have any anti-virus/proxy/firewall products installed that might be causing issues?
