When downloading .jnlp file Chrome does not complete and convert from .crdownload

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.119 Safari/537.36 Example URL: any site to download .jnlp file (I used mq3.esignal.com) Steps to reproduce the problem: 1. go to website 2. You do not get the option to KEEP 3. Go to download folder and file is still temporary type What is the expected behavior? Click to launch file and get KEEP option, click KEEP, then click OPEN and file should launch What went wrong? 2. You do not get the option to KEEP and doesn't download completely Did this work before? Yes Version 64.0.3282.119 Chrome version: Latest update March 16th Channel: n/a OS Version: OS X Flash Version: N/A I am a support engineer and I saw this issue with one of my clients. I assisted them remotely and we were not able to launch at all through Chrome/

Tested the issue on chrome reported version 64.0.3282.119 using Mac 10.12.6 with steps mentioned below: 1) Launched chrome reported version and navigated to URL: mq3.esignal.com 2) Clicked on "Desktop Shortcut now available", then clicked on "Click here", file start downloading and able to see "Keep" option on the download bar, clicked on "keep" option 3) File got downloaded, able to see the file in downloads folder 4) Clicked on downloaded file, system shown an warning message as "MarketQ.jnlp can't be opened because it is from as unidentified developer" @Reporter: Please find the attached screen cast for your reference and let us know if we missed anything in reproducing the issue, try to test this issue by creating new person with no apps and extensions in it and let us know if the issue still persists. You can check this issue on chrome latest stable, download the latest stable from URL: https://www.chromium.org/getting-involved/dev-channel Thanks!

The issue is NOT on version 64.0.3282.119, it is on the most recent version.
