Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 OPR/51.0.2830.55 Steps to reproduce the problem: 1. Go to chrome://settings/ 2. Chose 'Romanian (Moldova)' as UI language 3. Restart browser What is the expected behavior? UI in Romanian or no option to chose 'Romanian (Moldova)' as UI language What went wrong? UI is in english (or other language) but settings show 'Romanian (Moldova)' as 'Google Chrome is displayed in this language' Did this work before? N/A Chrome version: 67.0.3375.0 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 28.0 r0 Some related issue might be https://bugs.chromium.org/p/chromium/issues/detail?id=778085

gmiazga@ Thanks for the issue. Tested this issue on Windows 10 on the reported version 67.0.3375.0, latest Canary 67.0.3379.0 and Stable 65.0.3325.181 by following the given steps above. After changing the Chrome UI language to 'Romanian (Moldova)', can observe the UI options in Romanian language only. Attached is the screen shot for reference. Request you to retry the issue on a new chrome profile without any flags/extensions and update the thread with observations. Thanks..

Here is screenshot from 67.0.3379.0. To make things clear there are two Romanian language options: - 'Romanian' - UI can be set to it and works - 'Romanian (Moldova)' - UI can be set but DOES NOT work In your reply you mention that you have checked 'Romanian (Moldova)' but on your screenshot you have only 'Romanian' listed.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using latest canary #67.0.3390.0. This is a non-regression issue as it is observed from M60 old builds. Hence, marking it as untriaged to get more inputs from dev team. Thanks...!!
