tryserver.chromium.chromiumos/linux-chromeos-rel is not using Logdog

Issue description

with this info I get the following error message:

Error: Flake analysis is not supported for "browser_tests/BrowserTest.WindowOpenClose1". Either the test type is not supported or the test is not swarmed yet.

Summary: Findit failed to retrieve log stream annotations for linux-chromeos-rel/80990 (was: findit doesn't work on chromeos)
Despite the bug in Findit, step name here should be "browser_tests (with patch)". We could make the UI message a little more clear.

Findit failed to retrieve the log stream annotations for the above build as by path "bb/tryserver.chromium.chromiumos/linux-chromeos-rel/80990/+/recipes/annotations".

chanli@, could you dig into this further on why Findit failed to get the log stream annotations?

cc nodir@ and iannucci@ in case they already have a quick answer.
This builder apparently (?!) doesn't use logdog?

That seems unexpected. Should we file a separate bug for this?
