Scanning an NFC tag is handled by the Android operating system and, if the tag contains a URL, triggers an Android intent which will cause the user's default browser to open the URL. If there is another application which is handling NFC scans then that could be intercepting the event before it has a chance to be sent to the browser. This is not a Chrome bug.
