Regression: Only Bookmarks toggle remain On after making 'Sync everything' toggle Off in chrome://settings/syncSetup page

Issue description

Chrome Version: 67.0.3375.0 (Official Build) Revision: 9a9b208d93102cd427f37a45e2bdc28c07f23cbc-refs/heads/master@{#543961} (32/64-bit)
 	
OS: Win (7, 8, 8.1, 10), Mac (10.12.6, 10.13.1, 10.13.4), Linux (14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and sign in to chrome.
2. Navigate to chrome://settings/syncSetup and try to make 'Sync everything' toggle off and observe.

Actual Result: Only Bookmarks toggle remain On after making 'Sync everything' toggle Off.
Expected Result: All other feature's toggle should remain On after making 'Sync everything' toggle Off. 

This is a regression issue, broken in M-67 series, and will soon update other info.

Good Build: 67.0.3370.0
Bad Build:  67.0.3371.0

This is a regression issue, broken in M-67 series, Using the per-revision bisect providing the bisect results,

Good Build: 67.0.3370.0 (Revision: 542910)
Bad Build:  67.0.3371.0 (Revision: 543278)

You are probably looking for a change made after 542928 (known good), but no later than 542929 (first known bad).

Basically, turning off "sync everything" should make all the individual settings to back to what it was before it was turned on. Please test based on that.
@scottchen, performed the test steps mentioned in the issue https://bugs.chromium.org/p/chromium/issues/detail?id=815018 and agree that the following scenario is working as intended,
i.e. During a session, if user turns "Sync everything" OFF and  makes changes to individual features, then even after toggling "sync everything" ON/OFF user can see that all the individual feature settings is back to what it was before it was turned ON.
 
But  issue 823248  is related to the "Sync everthing" toggle which when turned OFF should show all other feature's toggle ON which is the expected behaviour till build #67.0.3370.0.
But as per latest canary behaviour, only Bookmarks toggle remains ON when 'Sync everything' toggle is made OFF.

To reproduce  issue 823248  please follow the following steps,
1. Freshly launch chrome and Sign in to chrome.
2. Navigate to chrome://settings/syncSetup.
3. Now try to turn 'Sync everything' toggle OFF and observe (Only bookmarks toggle remains ON by default).

Please revert for any queries.
