Regression : Unnecessary 'Wi-Fi is turned on' Text is seen even after Wi-Fi networks are available at Uber Tray

Chrome Version: 67.0.3374.0/10500.0.0 dev channel Daisy,Wolf and Reks 
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now Click on Uber Tray -> Select 'Network' option -> Disable 'Wi-Fi' and observe 'Wi-Fi is turned off' Text
(2)Now enable 'Wi-Fi' and observe 'Wi-Fi is turned on' Text -> after wi-Fi networks are available scroll down immediately (Don't close Uber Tray or don't go to Previous Menu) and observe still 'Wi-Fi is turned on' Text is seen
(Please refer Video and Screenshot)

Note : Issue is  also seen on M-65 and M-66

Expected: Unnecessary 'Wi-Fi is turned on' Text should not be seen even after  Wi-Fi networks are available
Actual: Instead Unnecessary 'Wi-Fi is turned on' Text  is seen 

This is Regression Issue as same is working fine in M-64

tray: Update network list to show nothing after toggle wifi on and off.

The wifi disabled message would show on toggle wifi off, but remain
when toggling wifi back on.

Test: manual
