You can reproduce this;
(1) accessing 
http://crosvideo.appspot.com/?codec=vp8&cycle=true&loop=true&mute=true
The site will change a resolution periodically and automatically.

Or, (2) accessing crosvideo.appspot.com and manually resolution changes
