Regression : Grey focus is not seen on 'Find' icon in omnibox even when 'Find' bubble is open.

Issue description

Chrome Version : 67.0.3375.0 (Official Build) 9a9b208d93102cd427f37a45e2bdc28c07f23cbc-refs/heads/master@{#543961} 32/64-bit
OS : Windows(7,8,8.1,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome, open NTP and zoom in the page to 110% using 'CTRL ++' keys.
2. Hit 'CTRL + F' to open 'Find' bubble.
3. Click on 'Zoom' icon seen in omnibox and click 'RESET' button in zoom bubble.
4. Now (without clicking anywhere on the page) click on 'Find' icon present in omnibox and observe.

Actual Result : Grey focus does not stay on 'Find' icon in omnibox even when 'Find' bubble is open.

Expected Result : Grey focus should stay on 'Find' icon in omnibox whenever the 'Find' bubble is open.

This is a regression issue, broken in M-67 and providing the bisect using Per-Revision script:
Good Build : 67.0.3369.0 (Revision : 542818)
Bad Build : 67.0.3370.0 (Revision : 542909)

You are probably looking for a change made after 542831 (known good), but no later than 542832 (first known bad).

It's also not visible in chromeOS, but yeah given your bisect my CL seems suspicious. I don't initially see how this reordering messes with the icon focus but will take a look.

I compiled for linux and cannot reproduce, my local version is 67.0.3372.0. (right after the bad build you pointed out), I will sync to ToT tomorrow and give it a second try, have been checking out for suspicious update code but still have no clue what's going on.
Tested 67.0.3380.0 on linux, cannot reproduce either.

Update:

We were unable to reproduce this bug on latest canary #72.0.3608.4 on Windows(7,8,8.1,10), Linux(14.04 LTS).
