2%-45.9% regression in webrtc_perf_tests at 22446:22447

Issue description

Fairly large regression in multiple stats on nexus5 kitkat. Neither of the CLs in the blame list can cause this.

You had a CL immediately before. Could that be responsible? Otherwise I suspect a device problem.

My CL simply renames and moves two classes, no functional change whatsoever.
This looks like infra to me, if you extend the time window you'll many sporadic perf changes like this, both up and down.

I'll leave it up to you to decide to close this ticket or assign to corp eng for bot issue. I think there is already a bug on something like this.
