GPU stall when VS Code or Chrome window with WebGL context and RAF regains focus

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Example URL: http://regl.party Steps to reproduce the problem: 1. Open Visual Studio Code 1.21.1 or another Chromium/Electron based application with HWA enabled, and open a file for editing. 2. Open http://regl.party or any other page with an active WebGL canvas demo in another Chrome/Chromium window 3. Switch from VS Code to Chrome, or vice versa. What is the expected behavior? The editor, or the demo, should continue to render without a noticeable hitch when the window regains focus. What went wrong? A noticeable pause happens immediately upon switching windows. In Visual Studio Code's case, this pause is upwards of 5-6 seconds long. In both cases, there may be multiple pauses. The Chrome profiler indicates a long GPU span during these pauses. I am attaching a trace here where the same problem is exhibited with Discord's Electron-based desktop app. When Discord loses connection to the Internet, it plays a looping animation that reflects the same stalling behavior in Chrome with significantly longer pauses than the other examples I tested. In this case, the pauses were over 20 seconds long. In some of the pauses, the GPU thread stalls on reads or writes of GPU memory (eg GLES2DecoderImpl::HandleReadPixels, GLImageMemory::CopyTexSubImage).

Thanks for the trace! Assigning to ANGLE folks in case they have an idea, but it sounds like a driver issue where 2 apps are both trying to access the GPU, and it fails to arbitrate nicely between them? Maybe related to the dual-GPU config? Can this be reproduced with 2 separate Chrome instances (say canary vs dev)?

When the tablet portion is detached from the keyboard base, there is only 1 GPU (the Intel one) and the issue is still present, so I figure it's unlikely to be the Optimus-like configuration. I've never seen anything like this in previous Intel integrated GPUs, but the folks in that VS Code issue mention it happening in Linux too, so it may very well just be the driver for this line of Intel processors being bad.

I couldn't repro it on my laptop either. This time I tried with a relatively longer time (>20 minutes), and used a heavy WebGL case Aquarium (https://webglsamples.org/aquarium/aquarium.html) with 30000 fishes, but got no luck to repro. I may not report this issue to our driver team until I can repro it, as it's still not clear for me if it's a driver issue. This issue recalls me another similar one: crbug.com/760834 . @furyhunter600, could you please add option "--disable-features=GpuScheduler" instead of "--disable-gpu" to vs code to see if you can still repro the issue?

I got a reply from github: "@gyagp I've been wrestling with this issue recently, and confirm that for me, "--disable-gpu" does resolve the issue, while adding "--disable-features=GpuScheduler" does not. While I have no hard data to back this up, it seems that it might be less frequent with "--disable-features=GpuScheduler" than without, but that's entirely a subjective observation." So my guess about GPU scheduler in Chrome might be irrelevant. Currently I have no idea how to further investigate as I couldn't repro it.
