Problem with extension for developer mode

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Steps to reproduce the problem: 1. Make a new folder to store extension files (manifest.json, icons, etc). 2. Navigate to chrome://extensions/ 3. Choose "load unpacked" 4. Browser to extension folder (step 1). 5. The new item (of this extension) disappears. 6. Refresh (F5), this item appears. What is the expected behavior? No need refresh for previous Chrome extension. What went wrong? It doesn't show the debugged extension automatically. WebStore page: local Did this work before? Yes I don't know exactly, but few weeks ago. Chrome version: 65.0.3325.162 Channel: stable OS Version: 10.0 Flash Version: Please show the debugged extension right after being done of browsing.

And one more problem: when I navigate to chrome://extensions, I cannot see all installed extension here. It listed some extension, although I refresh many times, but nothing changes. I can use the search functionality to find a installed extension (I cannot see it in starting page chrome://extensions).

Unable to reproduce the issue on Win-10 using chrome reported version #65.0.3325.162 and latest canary #67.0.3374.0. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Made a new folder to store extension files (manifest.json, icons, etc). 2. Navigated to chrome://extensions/ 3. Choose "load unpacked" 4. Browsed to the extension folder. 5. Observed that new item (of the extension) appeared without any issues. reporter@ - Could you please check the issue on latest canary #67.0.3374.0 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not. If possible please provide any other sample extension file to test the issue from TE-end. Thanks...!!

We have same chrome version, but your UI of extension page is different from mine. Please look at the screencast.

Unable to reproduce the issue on Win-10 using chrome reported version #65.0.3325.162 and latest canary #67.0.3375.0. Attached screen casts for reference. Following are the steps followed to reproduce the issue. ------------ 1. Made a new folder to store extension files (manifest.json, icons, etc). 2. Navigated to chrome://extensions/ after enabling #enable-md-extensions 3. Choose "load unpacked" 4. Browsed to the extension folder. 5. Observed that new item (of the extension) appeared without any issues. 6. Also add 6 different dark mode extensions and observed that all the 6 dark mode extensions appeared without any issues. As the issue is not reproducible from TE-end. Hence, removing the Needs-Bisect label and requesting some one from Platform>Extensions team to please have a look into the issue. Thanks...!!
