Add performance UMA to the files app |

Issue descriptionAs well as UMA for files app interactions, we should add some performance UMA to the files app to track startup time, time it takes to sync a file in drive, time it takes to mount an archive, copy a file, etc. First, we need to look at the existing UMAs and see which ones we have, then look at adding more.

Re-assigning to Noel - PTAL for M67. metrics.recordInterval() should work here - see implementation of FileBrowser.Load e.g. https://cs.chromium.org/chromium/src/ui/file_manager/file_manager/foreground/js/file_manager.js?rcl=9c82e29b2739f1ad2d1a98aaf3ac89c49d210a9a&l=509. It's possible we already have performance metrics; if so, let's make a list of them (with links to the dashboards we can view them on) in https://docs.google.com/spreadsheets/d/1guW8Rwm2ulgjmL032UuyTUUtt7Qhj2-U7tzeK-RI0p0/edit#gid=1407924479 :)
