Add performance UMA to the files app

Issue description

As well as UMA for files app interactions, we should add some performance UMA to the files app to track startup time, time it takes to sync a file in drive, time it takes to mount an archive, copy a file, etc.

First, we need to look at the existing UMAs and see which ones we have, then look at adding more.

Thank you for filing.  fukino-san@ later got back to me, mentioning there was a meta bug for FilesApp perf.  It has some details, so might be best to dup to that to capture all our thinking.

metrics.recordInterval() should work here - see implementation of FileBrowser.Load e.g. https://cs.chromium.org/chromium/src/ui/file_manager/file_manager/foreground/js/file_manager.js?rcl=9c82e29b2739f1ad2d1a98aaf3ac89c49d210a9a&l=509.
