Desktop PWAs: Dragging URL to tabstrip invokes link capturing

Repro steps:
1. Run Chrome with --enable-features=DesktopPWAsLinkCapturing
2. Install PWA.
3. Drag URL of PWA to tab strip.

Expected:
A new tab is opened at the URL.

Actual:
A new PWA window is opened.
