New extension page redesign eliminates scrolling in extension Options pages

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.162 Safari/537.36 Steps to reproduce the problem: 1. Install extension 2. Navigate to the Options page 3. Observe that you can't scroll to see all options What is the expected behavior? Scrollbar is added for y-axis overflow (it used to before the redesign of the extension page). What went wrong? Can't scroll to see all options in extension Option pages.
