Some UI(extension popup, print preview) are blurry in latest Canary release

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.186 Safari/537.36 OPR/51.0.2830.55

Steps to reproduce the problem:
1. I am using Chrome with 125% display scale
2. Install any extension that could show icon and popup

What is the expected behavior?
Text and image should clearly, not blurry

What went wrong?
1. Extension popup blurry on Canary release
2. Print preview page blurry on all branch

Did this work before? Yes 65.0.3325.162

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 67.0.3374.0 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Installed the extension https://chrome.google.com/webstore/detail/ublock-origin/cjpalhdlnbpafiamejdnhcphjbkeiagm?utm_source=chrome-ntp-icon
3. Set the chrome display to 125% 
4. Clicked on the icon of added extension.
We didn't observe any blur even after clicking Ctrl+p (Print preview). Attaching the screen cast for reference.

@Reporter: Could you please have a look at the screen cast and let us know if we have missed anything in the process of reproducing the issue. Any further inputs fromyour end may help us.

I am using two monitor at same time, and the "display/dpi scale" is a feature of Windows it self, not "page zoom" in Chrome.

My default monitor is 200% scale, problem reproduce on non-primary monitor with 125% scale, it looks like extension UI does not support "Per-Monitor DPI aware"
