Alt key when in Omnibar does not put focus on the Chrome menu |

Issue descriptionGoogle Chrome 67.0.3372.1 (Official Build) canary (64-bit) (cohort: Clang-64) Windows 10 Enterprise Version This is a recent regression, please kindly let me know if you want a bisect. Put focus into the Omnibar such as the NTP Press and release the alt key. Expected: focus lands on the Customize and Control Chrome menu Actual: nothing happens This was recently confirmed as expected behavior and discussed at length in this bug: https://bugs.chromium.org/p/chromium/issues/detail?id=817037

Bumping down to pri 2 when discovered that this is not a regression and scope limited to when focus is in the Omnibar.
